Fake Negotiator Kaifala Marah is Redundant as UN Noted: “The Tripartite Agreement is Imperative and Non-Negotiable”
Quick Summary
The UN Security Council, the highest body in the world has made it abundantly clear that the Tripartite Agreement is imperative and non-negotiable. Have you forgotten?
Do you remember this statement? This statement was made by the Senegal-based UN representative with 25 years of experience under his belt, Mr Julius Bekong Njinkeng, during the virtual SLAM Zoom meeting held on Tuesday, November 18, 2025. (Photo: Aja Fatoumatta flanked by Dr Samura Kamara and Dr David Sengeh, left, after the Tripartite was born).
That historic night, the UN made it abundantly clear that the Tripartite Agreement is imperative and non-negotiable. What does this mean? It means there is nothing to negotiate, as tripartite is on the implementation stage now and not on anything called negotiations.
Put simply, as a reminder, the tripartite negotiations ended when the key internal and external stakeholders appended their signatures to the vital document that enshrined the 84 recommendations comprising the convergent and divergent big issues.
And after it was tabled at the United Nations Security Council in New York, presented by the UN Secretary General Antonio Gutteres’ Special Representative to West Africa and the Sahel, UNOWAS, Dr Leonardo Santos Simao, the conclusive part of the Agreement was sealed. (Photo: Tripartite Recommendations held by Bio, Sengeh and Dr Samura).

Since then, the Tripartite Agreement has moved away from the negotiating stage and is now fully in the implementing stage, which has been transformed into the 85th Recommendations put together by the international partners as their own conclusion.
Now, after months of foot-dragging by the illegal President Maada Bio and his accomplices in the traitorous APC leadership, the 80 convergent and the 4 divergent recommendations inserted by the APC leader, Dr Samura Kamara, are yet to be implemented in full.
This con game by the SLPP electoral thieves led by Maada Bio continues unabated, with the unsurprising introduction of the fake and self-imposed Chief Negotiator, Dr Kaifala Marah, of a tripartite negotiation that is non-existent.
This week, international moral guarantors will be in Sierra Leone to drop the bombshell regarding the implementation of the Tripartite Agreement. As always, the middleman in this process is Bio’s Independent Commission for Peace and National Cohesion ICPNC. (Photos: Tripartite signatures and UNOWAS boss Santos Simao, right).

Signed by its Executive Secretary, Hawa Samai, the ICPNC letter dated April 7, 2026, publicised the arrival of a Joint Delegation of International Moral Guarantors as a follow-up on the status of the implementation of Tripartite Recommendations.
The ICPNC letter stated that the delegation will be led by the former Gambian Vice President Aja Fatoumatta-Tambajang Jallow and the UNWAS Chief Leonardo Santos-Simao from the 13th to 17th April 2026.
The delegation is scheduled to meet various internal and external stakeholders in the country. In this regard, it is important to note that the main purpose of this delegation’s visit is not included in this letter. It will remain like that for now. (Photos: UN Representative Mr Julius Bekong. Dr Kaifala Marah, right, is power hungry).

However, some Sierra Leoneans are concerned about the inclusion of Dr Kaifala Marah as the APC party’s negotiator. Kaifala Marah is redundant. The global partners do not recognise him as such because they know that the President-elect, Dr Samura Kamara, is the main man.
All patriotic citizens should be happy for the international community for standing firm to implement the 85 recommendations that will see the restoration of democracy within the shortest possible time. Electoral justice has won the battle and the war. No more negotiations.
