“This morning, I received the EU Election Observation Mission’s Final Report on the Sierra Leone General Elections 2023. I shared with the Chief Observer and her team my initial thoughts on the report. In my view, the report is skewed more towards a political understanding of the elections rather than a technical understanding. The expectation of this report is for it to be technically sound in order to help improve future elections by identifying key institutional, legal, and operational lapses.
“However, it is filled with normative assertions and very limited electoral analysis. The myriad of inconsistencies and lack of clear evidence risk undermining the quality of the report. How do you interpret assertions such as “divisive online communication… created insecurity for rural voters”? How do you explain the technical value of the report when four out of the seven priority recommendations are political in nature?” Juldeh blasted.
It was therefore no surprise that a heavyweight in the main opposition APC party Mr Claude Suffian Kargbo had to react to put Juldeh Jalloh where he truly belongs. The fake SLPP VP Juldeh Jalloh, the drug dealer of millionaire status in US dollars, is a corrupt politician who is merely bluffing about the EU Report which is endorsed by all Western Democracies. How do you explain the technical value of the report when four out of the seven priority recommendations are political in nature? With my previous experience and knowledge in the organisation of elections in Africa and Europe, I have had the opportunity to work closely with several institutions, including the EU. I believe that EU Election Observation Missions can do better, particularly in producing high-quality reports that are rooted in a sound technical and analytical understanding of elections. We thank the EU Election Observation Mission for their efforts, and I look forward to continuing our engagement with the European Union to strengthen the electoral system in Sierra Leone. Thank you for sharing your thoughts on the EU Election Observation Mission’s Final Report regarding the Sierra Leone General Elections 2023. Your expertise and dedication to the electoral process, both in Africa and Europe, are evident. While I appreciate your concerns about the balance between the technical and political understandings of elections in the report, I’d like to bring to light certain key events and findings that cannot be ignored. The EU election observation team’s assertions, especially about the lack of transparency, disrupted vote counting, and votes being awarded without clear evidence, stand on solid ground.
The pre and post-election periods were indeed marred by violence, intimidation, and harassment. These are not merely political or normative assertions but troubling realities that strike at the heart of our democracy. When rogue actors attempt to manipulate election outcomes, the very essence of the democratic mandate is compromised. Your mention of a “technical understanding” brings me to the government’s actions in the lead-up to the elections. The census you alluded to, where many Sierra Leoneans were not counted, and an increased population count was attributed to the southern and eastern districts without clear justification, was a significant point of contention.
Such discrepancies not only raise concerns about electoral boundaries and representation but also fuel mistrust and tensions among the citizenry. Furthermore, the introduction of the PR voting system, which many felt was unnecessary, and the issues with the electoral registration process, where many citizens were disenfranchised, only added to the challenges faced by voters. The issuance of voter ID cards with barely visible pictures, prone to easy replication, opens up avenues for potential misuse and fraud. These are technical lapses, and they have direct implications for the integrity of the electoral process.
Sierra Leoneans are a resilient and discerning populace, and any underestimation or overlooking of their concerns and experiences is detrimental to the democratic spirit. The very essence of democracy lies in trust, transparency, and representation, and any deviation from these principles is not only a technical flaw but also a political one. I value continued dialog on this matter and as a nation hope that we can work towards ensuring that Sierra Leone’s electoral processes remain robust, fair, and truly representative of its people’s will. The big test is next week at the Commonwealth/AU/ECOWAS dialogue.
